National Programme for Organic Production

The National Programme for Organic Production  (NPOP) provides for Standards for organic production, systems, criteria and procedure for accreditation of Certification Bodies, the National (India Organic) Logo and the regulations governing its use. The standards and procedures have been formulated in harmony with other International Standards regulating import and export of organic products. The aims of the NPOP, inter alia,  include the following: (a) To provide the means of evaluation of certification programme for organic agriculture and products (including wild harvest, aquaculture, livestock products) as per the approved criteria. (b) To accredit certification programmes of Certification Bodies seeking accreditation under this programme. (c) To facilitate certification of organic products in conformity with the NSOP. (d) To facilitate certification of organic products in conformity with the importing countries organic standards as per equivalence agreement between the two countries or as per importing country requirements. (f) To encourage the development of organic farming and organic processing.

INDOCERT Organic Standards for Non- EU Country Operators

As per the EU organic regulations (EC) No. 834/2007 and 889/2008 requirements , INDOCERT developed “INDOCERT Organic standards for non- EU country operators” which is called in short as “INDOCERT Organic Standards”. INDOCERT Organic Standards is developed to meet the requirements for certification in non- EU countries and is equivalent to Council Regulation (EC) No. 834/2007 and 889/2008.

The language of the INDOCERT Organic Standards closely follows the language of the Regulations of the European Union. It deviates only where organic production in non EU countries is based on equivalent conditions to meet the requirements of Regulations of the European Union.

INDOCERT is accredited for the scope of unprocessed plant products (Sri Lanka), processed agricultural products for the use as food and feed (India) according to the certification program of INDOCERT.

EU Compliance (Regulation (EU)2018/848 & Its Secondary Acts)

Regulation (EU) 2018/848 on organic production and labeling of organic products came into force on January 1st , 2022. Hence the certification bodies (CBs) and operators under the EU equivalence scheme need transition to Regulation (EU) 2018/848 by December 31, 2024. The third-country CB organic standards (e.g. “IOS” – “INDOCERT Organic Standards”) will no longer apply and will be replaced by compliance with the new regulation.

So, INDOCERT is in the process of transitioning to EU compliance and the process will be completed before the stipulated timeline .All EU-certified operators need to switch their EU certification program from EU equivalence to EU compliance.

During the transition period, INDOCERT will carry out the inspections based on INDOCERT Organic Standards as well as based on EU Compliance regulation (EU) 2018/848. However the certificates based on EU Compliance regulation will be issued only after recognition of INDOCERT from the EU Commission for EU Compliance.
